Controlling Action iteration can be done in Action call properties. Right click on the action icon in the keyword view and select Action call properties.in the run option select the options to control your iteration

I guess inconsistent bug is a bug which is very hard to reproduce. It may or may not occur when we try to reproduce. But Reproducibility of a bug says whether the bug can be reproduced or not. It may happen that the bug found may not be reproduced, i.e it occurred only once.
